Add a Customer LogIn and Download Page to Web Site

I have a website which uses HostGator website builder. I want to add a page for customer login so they can download files that I have for them.
I have set up two MySQL databases: customer and customer usage. Both are quite simple. The Customer database has: CustomerName, CustomerPassword, CustomerOrganization (text and int) and DownloadDirectory.
When a customer logs on with the name and password that we give them, it should be validated against the database. Then, they should be placed into the directory that is defined for them. They can then download the files that are there.
All downloads should be logged into the CustomerUsage database.
I will pay up to $100 for these changes.
