Cosmetic changes and some coding required

I need to make some changes to an existing site. Working with the existing theme Tasks include making changes the look of the headers on each page, add recent posts to the homepage, define a set size for blog posts, add a grid to a personnel page modifying design so that text appears below profile shots instead of overlayed, checking performance on mobile. Suggesting improvements. Must have strong visual sense. Ideally these changes can be made with access to WordPress admin and not cPanel.
