Create a Lego-designed model of the attached image.

I need an STL file of the attached image translated into lego blocks resting on a lego-patterned background.
I wish to create a lego-styled model of the image “”, scaled down to fit the dimensions given below.
I have scaled the image “” to look exactly as I want the model to look. For each pixel, I want the model to have lego-like pattern of attachment points, just as you see in the image “”. Additionally, the non-white areas on the image should stand off of the background as if it were made of lego blocks plugged into a flat lego background, also like “”
This should be an easy project to be completed in a day or two.
Specific notes:
I do want a lego-themed model of “”
I do not want a model of “”
I do not want actual lego dimensions, but a model proportional to real lego dimensions.
The model width should 280 mm
The model height should be 108.9 mm
The background depth should be 3.2mm, minimum (not including the attachment points)
The lego attachment points should be proportional to real lego attachment points, scaled to the size of the attached image.
I expect this model to be significantly smaller than real legos.
The final deliverable should be in STL of OBJ format.
