Debug AWS ECS failing to create web Service

AWS ECS has been already setup to serve a Meteor app with Ngnix behind an ELB.
All interaction with AWS was made using the CLI.
The command we gave to create the Service:
aws ecs create-service –cli-input-json file://[url removed, login to view]
resulted in:

“message”: “(service web) has started 3 tasks:…
but produced a runningCount of zero
The Freelancer must be very familiar with Docker & Meteor & Nginx & deploying on ECS and AWS CLI in order to give instructions on the chat window without gaining access to our AWS server.
