Edit/greatly improve current forms on website to do more functions automatically

My current site [url removed, login to view] needs some upgrades/improvements to its current ‘challenge’ and ‘track challenges’ forms. These upgrades are listed below but would also like a developers point of view and help on the design and function:
1. I need a ‘time remaining’ option that is view-able to the users that are in the challenge.
2. I need a option to put a number value. When both users enter their information a winner is determined. (lowest time = winner) This needs to be an automated system that will be listed on a set of other tasks that need fixing below.
3. I need a ‘Dispute’ button that allows the users to dispute a win or loss. This gets the admin involved to determine who the winner is.
4. Once a challenge is completed it needs to be archived so the ‘challenges list’ does not get too full.
5. Admin cannot be challenged.
These trackers also need to be more ‘automated’ meaning the functions I do as an individual, need to be done automatically. These automation are listed below:

2. Post to forums automatically whenever both users submit their proof via the ‘track-challenges menu’ results post automatically in completed challenges forum.
3. The system will determine a winner automatically with the given information submitted.
4. The system will award points automatically via word points plugin. Need point hooks created for specific amounts.
5. System tracks how many wins/losses per user. View-able in user profiles
Overall I need a developer willing to work with me even after this project just in case I need improvements. I need a developer to be very flexible with me. There is no set time limit however I would like to get it done right the first time so time is not wasted. Please please message me with any questions or details you may need from me.
