Get My Rank Website on Google

I am trying to determine why my website will not rank for any keywords. I know a lot about SEO and have ranked other sites successfully in the past on Google Page 1.. I now how to do this stuff, except, nothing I can do get this site ranked. I do not want to hire someone who thinks they can do this, I need someone that can identify WHY and get it done. I;ve hired three comopaies to do this and NOBADY has been able to do it I am looking for someone who can figure this out for me. If successful, I will pay you what you feel it’s worth. Facts:
> Domain is 25 years old
> Home page has good content and many other Google friendly elements
> Main keyword is “Web Design Grand Rapids”
> Google does not even find site is I type in name of company “Aargus Web Creative, Grand Rapids”, Oh it does, but only 4 pages deep
> Title, description, alt tags, keyword density, content quanitiy, etc all good
> There is no Google penalty in effect, never was
> There are no toxic backlinks that I am aware of, there are over 200 good ones
I will pay more than the budget inidicated below
