Increase performance on VMWare ESXI virtual machines / tuning

We are currently running 2-3 virtual machines (eventually 6) on an ESXI 6.5 U3 (Independent with no vsphere server). The hardware for this server is much greater performance then is required to run these virtual machines adequately but yet there is a major lack in performance.
The clients are running Windows 10 x64 VMs with latest updates with Microsoft office and accounting software. These VMs are operating slower than 10 year old computers in comparison.
The problem is that the VMs do not seem to be using any of the host processor or other resources. Max processor when all 3 VMs are running is 20%.
The scope of work will to increase performance of the VMs to an acceptable level of a modern or comparable PC by troubleshooting slow performance and also tuning other items as necessary to get the best performance from VMs
The server consists of the following hardware:
HP DL380 G8 with latest firmware
2x E5-2680 v2
256 GB memory
4x SSD in RAID 5 for Datastore
Clients are setup as follows
2 or 4 vCPU (tried different configurations)
16 Gb memory
Video – some passthru to Nvidia Grid K1 and some with default video (no video processing required)
Latest VMWare tools installed
Full payment is made upon clear indication that CPU and all other resources of host are being utilized to maximum potential.
VMs must operate at acceptable performance to match modern PC as they should be running.
Work can be accomplished daily 8am-6pm EST via Teamviewer.
