Magento 2 - Custom Extension Required

We are looking for an engineer with experience developing Magento 2 Plugins/Extensions. This person should create an extension that listens to orders updates/creations and forwards this information to another system using a webhook.
The extension should:
– Automatically subscribe to update and creation events
– Reformat the Magento order to match the resource structure as defined by the API
– Set a default callback URL, but allow the callback URL to be updated
– Contain a switch to turn listening on and off
