Need help with a project

Scenario: On my Computer screen, a blue circle will be in the center of the screen (and stays in the center), when the circle turns red, I want the board to press a button on the tv remote control. The Circle on the screen is just smaller than half an inch in size. The background of the screen would be a video playing and the circle is infront the video.
I would need a FAST action from board, if it’s possible to read the color of the circle / determine when it’s red / carry out the action of pressing the button on the tv remote, all in under half a second.
If you can achieve this, let us know.
We will need assistance in what parts/sensors to buy, wiring it up, and the code to run.
