Tech help: navigating UI for Facebook Ads Manager

Scope of work: 30 min – 2 hours. Need help publishing my first Facebook ad.
Description: error message “Your ad must be associated with a Facebook Page. Please choose a Page to represent your business at the ad level.” after creating Ads Manager Account, uploading video ad, entering payment info, and pressing “Publish”. Created a Facebook Business Account (I already had a personal Facebook page).
Then I went to Facebook Business Settings and tried to “Claim Ad Account”, and got this error message after entering my new Ads Manager Account (#: 490557895510307): “This personal ad account can’t be added to Business Manager because a payment has not been made. Make your first payment and try again, or create a new ad account in Business Manager instead.” Now I’m completely confused.
Can you teach me how to get past this problem, preferably using a shared desktop approach? Thanks in advance.
