We need someone who will work with precision and integrity.
The functions I need are:
1. User -> Member registration -> Only one registration per IP is allowed
2. Admin page -> Member management -> Added same IP tracking function
3. Admin page -> PTC Management -> PTC Advertise search function added
4. A function that can send e-mail to all users is required.

1. When sending an email to an individual user, the text looks garbled. (Example: 안녕í•ì„¸ìš”.)
Please solve these one problems.
